Bill numbers appear off at thomas.loc.gov


If you click on a group of bills such as 3801-3900 on this page, the numbers on the left do not match the descriptions and bill numbers on the right.   I asked the tech guys about this and they explained,

"Those left-hand numbers are just sequence numbers; they bear only a coincidental relationship to the bill numbers. They are not supposed to match up....Usually, bills are numbered as they are introduced; however, the first 20 or so numbers are reserved for "special" bills; while H1 was the first bill introduced this Congress, we still don't have an HR7, 8, 9 or 10.  Likewise, in the 109th Congress, there never was an HR 1, 2, 7 or 10. "

Now the question is, what are the sequence numbers good for and is there any reason to display them on the web?"
